Here are a bunch of websites I have found that include free templates. Some might require and email address, but beyond that, they are free. If you know of any I have not included, please let me know and I'll add them to the list.

Brainy Betty
This is a great site with all sorts of interesting templates and other computer-related material.

Powerpoint Templates Blog
A blog dedicated to templates. Most of the items included in this blog are background pictures. Nice pictures though.

Presenters University
This site has a lot of great templates along with articles geared toward giving presentations. They do ask you for your email address. In the few years I have visited this place, I get one or two emails a month. Nothing too major.

Lots of great templates for you to view

Digital Studio
A nicely designed site with not only templates, but a lot of other PowerPoint tutorials.

To find other templates, simply Google "powerpoint templates." You can also search for backgrounds via Googles Images link. I used the entry "background" and found a lot of great pictures.

as long as the copyright remains on the documents.
